$1M of meth in genitalia-shaped candles

Alleged members of a Mexican drug cartel were busted Tuesday trying to smuggle $1 million worth of methamphetamine into New York and New Jersey -- by concealing it in genitalia-shaped candles.

Five suspects were arrested when undercover Drug Enforcement Agency agents allegedly tricked drug traffickers into delivering 1,300 pounds of candles full of drugs to a warehouse in Paterson, N.J. Some of the candles were phallic-shaped while others had religious themes, officials said.

“DEA has seen drugs smuggled in numerous ways: concealed in puppies, lollipops, furniture, and produce,” DEA Special Agent-in-Charge James Hunt said. "But secreting a million dollars worth of methamphetamine in wax candles of various shapes is shocking. This seizure signifies that drug trafficking organizations are determined to create a stronghold of meth users in the Northeast.”

Authorities first got word of a large shipment of meth coming in when an undercover DEA agent held a meeting with one of the suspects, Agustin Zamora Vega, 30, in a Manhattan hotel to discuss storage locations and crystal meth-making facilities, officials said. They later looked at an apartment in Yonkers, N.Y., and the New Jersey warehouse where the bust occurred.

The so-called 'meth candles' came into Long Island on Tuesday, packed into 27 cardboard boxes, officials said. According to a press release, the suspects planned to stay in the warehouse until the methamphetamine could be converted into crystal meth.

The 1,300 pounds of wax candles would have yielded a total of 60 kilos of crystal meth, according to the New York Post.

Mattis freezes transgender policy; allows troops to continue serving, pending study

Defense Secretary Jim Mattis late Tuesday announced that transgender troops will be allowed to continue serving in the military pending the results of a study by experts. 

The announcement follows an order from President Trump — first announced in a tweet — declaring that transgender service members can no longer serve in the military, effectively reversing an Obama administration policy. The order also affects the Department of Homeland Security, which houses the Coast Guard.

"Once the panel reports its recommendations and following my consultation with the secretary of Homeland Security, I will provide my advice to the president concerning implementation of his policy direction," Mattis said in the statement. "In the interim, current policy with respect to currently serving members will remain in place."

Mattis' move buys time for the Pentagon to determine how and if it will allow thousands of transgender troops to continue to serve, whether they will receive medical treatment, or how they will be discharged.


As Defense Secretary, Mattis has emphasized that he has little tolerance for policies that detract from military readiness or the Pentagon's effectiveness on the battlefield. At the last moment in June, he delayed the Pentagon's plan to accept new transgender troops. His reasoning: He demanded more study to determine the effect of recruiting them on the Pentagon's ability to fight and win wars.

Under the Obama administration, the Pentagon rescinded a longstanding ban on transgender troops from serving. It also outlined how those troops could receive medical treatment, including gender reassignment surgery, if it was deemed medically necessary.

Trump's order by tweet on July 26 caught the Pentagon by surprise. The tweets said there was no room in the ranks for transgender troops and that the government would no longer pay for their medical treatment.


Marine Gen. Joseph Dunford, chairman of the Joint Chiefs of Staff, responded by saying that the Pentagon would not change its policy until it was notified officially by the White House.

The president issued that notification Friday night. It directed Mattis to study the issue and determine how to implement Trump's direction. It was assailed by advocates for transgender troops who called it discriminatory, and the American Civil Liberties Union has filed suit against it.

Last year, the Pentagon commissioned a study by the non-partisan RAND Corp. to examine the effects on military readiness of allowing transgender troops to serve openly and the cost of providing them medical treatment. The study estimated that a few to several thousand transgender troops are on the active duty force of 1.3 million. Researchers found that paying for their health care needs would amount to about $8 million per year and their effect on readiness would be negligible.

Local group honors lost loved ones for International Overdose Awareness Day

Heroin and opioids, they're drugs that are tearing apart every Michiana community. The issue has been deemed a public health crisis. Saturday, people gathered in Elkhart to bring attention to that epidemic.

It's part of International Overdose Awareness Day. People from all walks of life gathered at the Elkhart Civic Plaza to honor those who have died from overdoses.

At the corner of the event in the plaza, was a wall of names. It represents a loved one lost too soon to a drug overdose.

Alisia Hails struggles with addiction herself, and lost her sister to a heroin overdose in 2015.

"It makes you realize a lot, especially after you lose someone," she said. " What time you wish you utilized better and the things you wish you would’ve done and said, so now, it’s more important to be out here together as a family and to celebrate, even though it’s overdose awareness, to celebrate their lives."

Sam Callantine started the non-profit sponsoring the event. It's called Gweedo's Purple Shamrocks. It's a uniquely named organization to honor the memory of Callantine's brother, who died last summer from a heroin overdose.

"When we lose somebody to overdose, their lives are taken from us so quickly. It's unbelievable and it leaves a lot of people stunned," said Callantine.

Since then, the group has hosted free Narcan training sessions throughout the area.

"We want people to know that they're not alone. There are people dying, there are people suffering, families are suffering everyday and we want them to know that there is a community out there that cares," he said.

Elkhart County Sheriff Brad Rogers said the epidemic affects all of us.

"You see this day in and day out. We see it on calls that we go on, people on the road of destruction," said Sheriff Rogers. "We make no apologies for putting someone in jail, particularly for drugs, because it sometimes will save their life."

The event focused on overdose awareness, but also where to go if you're struggling. In total, 8 resource centers attended. For many people, it was important to address the stigma around addiction.

"Nobody chooses to be an addict. It's not a choice. It's an illness. It's a disease," said Lisa Hails, who lost her daughter to a heroin overdose.

The event, represented a safe place to grieve for loved ones lost to the opioid crisis, and gave hope to those still fighting.

"There is a second chance and you can make it," said Alisia Hails.

At the conclusion of the night, leaders read a long list of names of people who have died, in our area, from overdoses.

Authorities seize $50K in meth

A traffic stop and second search in Cleveland led to $51,985 in methamphetamine, marijuana and pills, according to law enforcement.

Bobby Mullinax Jr., 39, and Patrick Keith Talley, 52, both of Cleveland, were charged with trafficking methamphetamine.

According to information from the Appalachian Regional Drug Enforcement Office, Cleveland Police officers conducted a traffic stop Thursday and arrested Mullinax, in addition to seizing 1 pound of meth and $1,700 in cash.

This led investigators to Patrick and Bradley Austin Talley’s residence in Cleveland, where a search warrant was executed.

“This investigation yielded the total seizure of 460 grams of methamphetamine, 1 ounce of marijuana, 30 methyline pills, 73 amphetamine and dextramphetamine pills and three acetaminophen and hydrocodone pills,” according to the drug enforcement office.

Patrick and Bradley Talley, 26, were charged with possession of marijuana, methamphetamine and a schedule II drug with intent to distribute.

All three men were transported to the White County Detention Center.

Record seizure of fentanyl

Mexican authorities seized their largest haul ever of fentanyl — some 140 pounds of powder and nearly 30,000 pills — that officials say was headed to Tijuana and most likely across the border to the United States.

“All I can say is that this not a surprise, Tijuana is the main corridor for Mexican drug traffickers to smuggle fentanyl into the United States,” said Mark Conover, deputy U.S. attorney in San Diego and head of an inter-agency fentanyl working group. “All the indicators are that this load of fentanyl was destined for the city streets of the United States.”

Mexican drug cartels have in recent years added fentanyl, a powerful painkiller, to their portfolio of illicit drugs, fueling the U.S. opioid crisis, according to the U.S. Drug Enforcement Administration. The drug is manufactured illicitly in Mexico with precursors obtained from China and then smuggled into the United States, said Amy Roderick, the DEA’s spokeswoman in San Diego.

The seizure, announced this week by the Mexicali-based Second Military Region, is the largest recorded by the country’s National Defense Secretariat. It comes amid U.S. government concern that international crime cartels are increasingly turning to the trafficking of fentanyl, a drug so powerful that even a tiny amount can be fatal.

The drugs were found Aug. 19 south of Yuma, Ariz., at a checkpoint in the municipality of San Luis Rio Colorado in Mexico’s Sonora state.

The illicit cargo was hidden inside a tractor-trailer truck ostensibly transporting grocery supplies from Mexico City to Tijuana. Soldiers seized 29,955 pills and 140 pounds of powder, both showing characteristics of fentanyl, according to the statement.

The driver and another man were taken into custody. They were not identified.

The implications of the opioid lawsuits

Cities, counties and states continue to sue opioid manufacturers, drug distributors and pharmacy chains, alleging those companies fueled the nation's opioid crisis through deceptive marketing and negligence. The metro area of Louisville, Kentucky was the latest to file a lawsuit this week, targeting the big three distributors: AmerisourceBergen, Cardinal Health and McKesson.

Why it matters: It's not at all clear municipalities will win, but the lawsuits represent something larger — policymakers want more scrutiny and oversight for companies that make and deliver painkillers instead of heaping blame on people who suffer from addiction.

Background: More Americans are struggling with, and dying from, opioids. The common prescription opioid pills are hydrocodone, oxycodone and fentanyl (with brand names like OxyContin, Vicodin, Percocet and Subsys). People often graduate to heroin.

Louisville's lawsuit lays out some startling statistics:
  • "In Kentucky, more people died from an opioid drug overdose from 2012 to 2016 than from motor vehicle accidents."
  • "From 2012 through the middle of 2017, more than 197 million doses of prescription opioids...were dispensed in Jefferson County, Kentucky, which has a population of approximately 760,000 people. That is more than 258 doses of prescription opioids for every man, woman and child."
Cities, counties and states started suing opioid manufacturers in 2014, but the lawsuits have multiplied and expanded this year following a Los Angeles Times investigation of OxyContin, which is made by Purdue Pharma. The plaintiffs are relying on a few legal theories:
  1. Negligence: Companies were careless about the selling, marketing and distributing opioids.
  2. Public nuisance: Companies endangered communities by oversupplying opioids, similar to charges of pollution.
  3. Fraud or deceptive trade practices: Companies knew the risks and harms of opioids, but sold and delivered them anyway, and encouraged overprescription. 
The defendants: Drug distributors and drug makers have said they intend to "vigorously" defend themselves against the "copycat" lawsuits which they claim don't address the opioid problem. But there's some acknowledgement they could lose. Insys Therapeutics, which makes Subsys, recently paid a small settlement in Illinois and has written in federal filings that it believes "a loss from an unfavorable outcome of these governmental proceedings is reasonably possible."

Looking ahead: Legal experts are unsure how the cases could pan out. Similar lawsuits with public health angles have been filed against the tobacco and gun manufacturing industries with varying results. Here are portions of what three law professors said:
  • Richard Ausness of Kentucky University: Ausness believes it's logistically difficult to settle with "hundreds of thousands of plaintiffs." But the case against distributors may be stronger because those companies are required to monitor the flow of potent drugs like opioids. "It's pretty hard for the distributors to say we didn't know that's what was happening."
  • Tim Lytton of Georgia State University: Lytton said it's a mistake to focus only on a trial outcome or settlement payout, because the process of filing a lawsuit is significant. Even if the cases hit a dead end — which is possible — cities, counties and states ravaged by opioid abuse have shifted attention away from doctors, street sales and people with addiction and toward the industry that sits atop the food chain. "Lawsuits, unlike many other forms of activism, get media attention. The lawsuit frames the issue of manufacturers' and distributors' responsibility."
  • John Jacobi of Seton Hall University: The case is complicated "as all good legal issues are," but we also shouldn't overlook the fact "that some people really need opioids for pain relief."

Middletown, Ohio, a city under siege: ‘Everyone I know is on heroin’

The opioid epidemic is a national crisis. But what does that mean? To answer that, Yahoo News traveled to Middletown, Ohio — a city once considered as ordinary as its name, more recently known for an explosion in opioid use — and explored quantitative research about drugs, health care, and national public opinion. This is a problem so serious that it requires big data, so human that it needs a face. Here is what we found:

For 16 of his 36 years, Jack Barrett has been a heroin addict. Today, he sits casually in a white plastic chair at Groups, the treatment center that he credits with saving his life. That was after he finally sought help for the first time — after overdosing, and being revived with Narcan, eight times in seven days. He says that the problem was fentanyl, a synthetic opioid some 40 times more potent than heroin: “It’s not just heroin anymore.” How did he start using? “How does anyone start? I don’t know.” It’s his first time getting help that sticks in his memory.

Groups lies off Main Street and Central Avenue in Middletown, Ohio — a city of 49,000 that the Butler County prosecutor calls the “buckle of Middle America,” the Butler County sheriff calls “the Heartland” and many people here seem to call “home, unfortunately.” Far from making him stand out, in Middletown Jack’s addiction signifies his belonging. “If you’re young here,” he explains, “people just assume you’re on heroin.”


Between 1999 and 2014, American overdose deaths involving opioids nearly quadrupled to 28,647 — much of the increase driven by synthetic opioids such as fentanyl. In 2015, the toll exceeded 
33,000. In few places is the magnitude and the pervasiveness of the crisis more apparent than in Middletown, Ohio. Yet the epidemic here is not unique: Ohio’s opioid deaths per capita are the third, not the first, highest in the country, after West Virginia and New Hampshire; Butler County’s the third highest in the state. In 1957, the National Civic League named Middletown an “all-American city.” Today, Middletown is the microcosm of an American epidemic that threatens to make addiction, crime and poverty a national norm. The city offers a lesson in the speed and power with which addiction can sabotage a community. And while we can glean possible answers in Middletown, we also see the high odds against success.

“Everyone I know is on heroin,” says a hunched, fidgeting mother of three, running her hand through dry hair that was once blond. She is waiting for the free breakfast offered by a local church. She goes to a methadone clinic three times a week. Her next-door neighbors have lost two kids to overdoses since May.

“It’s not an epidemic. It’s a pandemic,” warns a recovering addict one table over, his eyes wide.

According to local lore, Middletown derives its name from its position halfway between Dayton and Cincinnati. That geography now intensifies the opioid epidemic: As Gene Robinson, clean for most of the past 18 months, puts it, “Middletown is stuck in between two major cities. Dayton is the drug capital of Ohio. It’s easy access. And there’s not a lot of work in town.”

In her living room half a mile from downtown Middletown, Robinson’s fiancée, Terri Fugate, gets straight to the point: “This here is a town full of addicts.” She talks about prostitutes patrolling the streets; a young girl left for dead in a boarded-up house down the street; a man who overdosed while driving a gas truck. Her son Larry started using heroin when he was 19, at his older sister’s house. He had just broken up with his girlfriend. His sister asked if he wanted to sit around moping all day or get high. She shot him up herself.


Five months ago, Terri found her son overdosed and blue in his room. She administered CPR. “I had to literally bring my baby back. It was the most scariest thing in the world.” Larry was convicted shortly after that for forging a check. (“It had worked a couple times before,” he says. “I knew I would get in trouble for it eventually.”) He got out two days early because he opted to go on the Vivitrol shot — a monthly injection that blocks opioid receptors in the brain. The two days didn’t really matter to him: “I just wanted the Vivitrol.” Larry explains that a week before going to jail, he decided he was done “chasing it. I woke up one morning and was like, I’m not buying dope today.” 

He says heroin was just too much money. His mother says he had hit his rock bottom.

Gene, Terri’s square-jawed, handsome fiancé, sits on the couch in a neat yellow polo. Gene turned to heroin in 2009 after finding his then-wife dead of a painkiller overdose. He tried to go on Vivitrol once, but it didn’t work. You have to be clean for a week before starting, and that was too much: “It’s good for people who haven’t been on drugs for that long. But I can’t do that.” Now, Terri makes sure that he takes his Suboxone — a prescription medication that relieves opiate withdrawal symptoms. 

He’s been on and off it for a year and a half. He’s an electrician, but with his record he has to stick to side jobs. The calendar in the kitchen room comes from Access Counseling Services: Terri’s birthday and the dog wash punctuate doctor’s appointments and treatment sessions.

Terri is proud of her boys, Larry and Gene. Larry writes music — a cross between spoken word and rap. He promises, in his latest lyrics, to repay his mother’s efforts. “I picked up the mic,” he sings, “and put the drugs down.”

“I bawled,” Terri says. She has cervical and lung cancer. “It’s crazy. Saying that while I smoke. I guess everyone has their s***.” Terri is a recovering alcoholic. Her sister is in treatment for a heroin addiction. The sister’s boyfriend talks about kicking his coke habit, and about his brother who’s on meth.


The laundry room overflows with stacks of clothes that Terri pulled out the day before for the homeless shelter down the street. They almost obscure the glass bureau filled with neat hardcovers: Catherine Coulter, Mary Higgins Clark, Nelson DeMille. Terri has read most of them but wants to get back to reading. Living Clean: The Journey Continues sits on the living room table. The smell of stale smoke lingers everywhere, clinging to the doilies and embroidered pillows. It defines this house in the same way that addiction defines this loving family — and, with them, Middletown.

Jack tells everyone he knows to go to Groups. “This place is a lifesaver.” He plasters fliers around his neighborhood. He took his brother here for one session, but it didn’t stick. “He wasn’t ready. You need to want help,” explains Jack. He continues to live with his brother, who still uses.
